The next meeting of the Parish Council will be the Monthly Meeting of the Parish Council held on: Monday 3 July 2023 at Slapton Village Hall (main hall) at 7.00pm.

38:23 COUNTY AND DISTRICT COUNCILLOR REPORTS

38:1.23 Cllr J. Brazil

a. Discussion with Cllr J. Brazil regarding Planning Application 1635/23/FUL – Land at Sx 816 458 Slapton as PC would like further guidance and support before submitting comments. Cllr. M. Crowson explained more information was required regarding potential covenants on the land. Cllr J. Abbey proposed, Cllr J. Waters seconded and PC unanimously resolved to contact SHDC to seek further clarification regarding existence of historic covenants and to conduct Land Registry search. Clerk to request again that the assigned Planning Officer pursues the existence of covenants and conducts Land Registry search.

b. J. Brazil and Cllr L. Lawford attended on-line meeting with Anthony Mangnall (MP) and others including Chris Brook. Cllr J. Abbey asked for a copy of minutes from this meeting to be made available to SPC.  Cllr L. Lawford will request.

The next SLP meeting will be in Sept (hybrid: online and in person) – Cllr J. Abbey and Cllr M. Crowson plan to attend.

SHDC’s approach is that saving the Slapton Line and having an adaption plan are not mutually exclusive.

Planning permission has been submitted and SHDC anticipate it will be refused.

Cllr. J. Abbey asked if Tom Gallagher has left SLP as there is a lack of communication. Julian is not sure as he has met Tom.

c. Devon County Council is still struggling with finances but the new Chief Executive has a plan in place ‘operation safety valve’ to keep dept of the balance sheet.

38:2.23 Cllr L. Lawford

a. No update on the monument relocation.

b. An update has been requested on Pittaford Farm Dog Grooming Planning Application regarding whether there has been/will be a re-submission. Cllr L. Lawson is minded to support.

c. Executive Committee – prioritising biodiversity and climate change (£40k funds have been allocated) together with the cost of living (£168k has been allocated for immediate support and a further £206k for winter).

39:23 MATTERS FOR DISCUSSION

a. Discussion about approaching Highways for expertise and guidance regarding road signage, additional SCARF survey and VAS funding and instalment. PC agreed there is a need to set clear objectives and to reopen discussion with Lisa Edmonds (Neighbourhood Highways Officer) to better understand historic decisions, seek expertise and to determine options for moving forward. Cllr I. Mitchelmore proposed, Cllr. J Abbey seconded and PC unanimously resolved to arrange a working group meeting in August to discuss objectives and approach in more detail. Clerk to organise working group meeting for Cllrs and to contact Lisa Edmonds to begin discussions about possibility of in-person meeting.

b. Discussion about the condition of the Tower and concerns over safety. Cllr J. Abbey proposed, Cllr I. Mitchelmore and PC unanimously resolved to contact the landowner for an update regarding their contact with English Heritage and to make SHDC aware of condition and concerns. Cllr J. Abbey to action. Clerk to investigate how to report to SHDC.

40:23 MATTERS FOR RESOLUTION

a. i) The PC resolved to co-opt Sebastian Lange as a Cllr onto the PC with 4 votes for and 1 vote against. ii) The PC resolved unanimously to co-opt Peter Osborne as a Cllr onto the PC. Clerk to ensure acceptance, register of interests and dispensations to be signed and returned within 28 days.

b. All Cllrs expressed importance of communicating with and working well together with other Village organisations. Cllr J. Abbey also explained how she felt it was also important to work with SHDC regarding climate change – both are already included on V1 draft Cllr Governance (roles/tasks) document circulated before meeting. Further discussion about adding quarterly meetings with representative Cllr(s) from adjacent/neighbouring parishes. Cllr M. Crowson proposed, Cllr J. Abbey seconded and the PC unanimously resolved to add this to the Cllr Governance (roles/tasks). The PC agreed to take more time to review the roles/tasks and move it to matters for resolution at the 04.09.23 PC meeting.  Clerk to update Cllr Governance (roles/tasks) and distribute V2 draft. Cllrs to consider roles/tasks carefully before next meeting.

c. The PC resolved unanimously to submit an HMCEF application for 25% of Road Warden costs. Clerk to submit bid.

d. The PC resolved unanimously to purchase of King’s coronation bench @£660 (grant £650) and delivery to Cllr J. Waters for storage until land at Carr Lane ready. Clerk to action.

e. Discussion about historic issues with Asset Register. The PC resolved unanimously that the internal audit recommendation relating to the asset register and all observations should be implemented. Clerk to action.

41.23 MATTERS IN ABEYANCE

a. Purchase of 2nd Defibrillator was in abeyance. However, Cllr J. Abbey proposed, Cllr C. Staines seconded and the PC resolved unanimously to consider purchase of SWAST defibrillator to replace existing defibrillator rather than pay £200 annually for annual check/test. Clerk to research options, costs and whether internet connection required together with current ring-fenced defibrillator funds and any additional funds required. Clerk to inform PC for resolution with aim to install before mid September 2023. Cllr I. Mitchelmore to liaise with Queens Arms following update from Clerk.

41/23 L.Soothill -Ward NALC course: Social isolation and loneliness from the Local Council perspective (Wednesday, 22 February 2023). Invoice 5402992159 dated 14/12/22 51.71 (43.09 + 8.62 VAT)

e. As there is no PC meeting in August, the PC unanimously resolved the payment of Nick Mathias’ June Road Warden invoice (see below).

f. Discussion about annual defibrillator check. Clerk shared provisional date and time – Wednesday 30th August between 4 – 5 pm and costs (£170.50 + £34.10 VAT). See minute 23 a. The PC unanimously agreed to investigate the replacement of the existing defibrillator with a SWAST defibrillator and not to approve the annual check of existing defibrillator at this time. Clerk to action.

g. The PC unanimously resolved to accept quotes from Nick Mathias, for work set out in the P3 grant submission as follows:

Quote 1185/24 dated 28/06/23: Strimming along Path 1 £184

h. Cllr J. Waters offered to support Clerk with review of quotes before sharing with PC for resolution. PC unanimously resolved that this was a good idea.

i. Discussion about future P3 works and Path 2- Coltscombe as Nick had advised that a stone bridge is not feasible because tractors cross the path. Clerk advised that works at P2- Coltscombe had not been costed in the 2023 P3 grant application so no funds available to complete the works this year. It will need to be included as costed in 2024 P3 grant application Cllr M. Crowson offered to meet with Nick to discuss possible solutions. PC unanimously resolved that this was a good idea. Clerk to arrange time and date for Cllr M. Crowson to meet with Nick Mathias before 2024 P3 grant application.

41:2.23 CHAIR’S REPORT

a. A women tripped on overgrown vegetation on the path between the bridge and the beach at the bottom of Sands Road. It has now been cut by FSC.

b. There has been an issue this week with two coaches blocking the entrance/across gateway at Southgrounds Farm. Dangerous parking also obscured visibility and students were in the road with their luggage.

42.23 COUNCILLOR UPDATES/REVIEW OF ACTION LOG

a. Cllr J. Abbey shared ‘new’ simplified action log. Cllr J. Abbey has one outstanding action and the rest are actions for the Clerk.

b. Cllr I. Mitchelmore and the Clerk provided an update about anti-social behaviour, including 2x fires on road from Townsend Cross to Start and repeated urination and defecation (over a period of 4 to 6 weeks) in the bus stop on Sands Road. PC agreed that 2x fires are of particular concern for hedgerows and surrounding agricultural land, especially given lack of rain. Cllr J. Abbey proposed, Cllr M. Crowson seconded and PC unanimously agreed to report to Devon and Cornwall Police via website and copy Neighbourhood Officer.

c. Cllr M. Crowson provided further information and a photograph illustrating the issue with coaches blocking the entrance/across gateway at Southgrounds Farm. He explained how the dangerous parking almost caused a serious accident. A car was overtaking the two parked coaches, which obscured his wife’s visibility whilst she was pulling out of Southgrounds Farm drive and she nearly collided with the car.
