The following CSG Committee Members are requested to attend:
Julie Hinder (CSG Chair), Kate Palmer, Maria Garbicz, Jane Abbey (PC Chair) and Peter Osborne (PC Cllr).

Any CSG Volunteers or members of the public are also welcome to attend.

Community Support Group Ordinary Committee Draft Minutes

The following CSG Committee Members were in attendance:
Julie Hinder (CSG Chair), Jane Abbey (PC Chair) and Peter Osborne (PC Cllr), Kate Palmer, Maria Garbicz and Bella Moor (PC Clerk). No other volunteers or members of the public were in attendance.

23:24 MINUTES OF THE LAST COMMUNITY SUPPORT GROUP ORDINARY COMMITTEE MEETING held on Thursday 30th May 2024. It was resolved unanimously that the Chair should sign the minutes as a true and correct record.

24:24 MATTERS FOR DISCUSSION/RESOLUTION

a. Viability and future of the CSG:
i. Peter Osborne noted that following the CSG leaflet drop to every household in the Parish, no one has come forward with offers of help/support or requested to be kept up to date with CSG activities. There was a discussion about what the CSG would be able to achieve without additional support and what the CSG could do differently. This discussion included funding, grants, finances, insurance for events, different ways of achieving the CSG’s aims, perception of the CSG by parishioners, duplication of effort, the Clerk’s time, staffing/volunteers for the Community Café and which events (already planned) should and should not go ahead. Peter Osborne proposed, Julie Hinder (the Chair) seconded and it was resolved unanimously that the CSG should be brought to a close with individual projects, work and events already in progress integrated into the Parish Council rather than being the responsibility of a sub-committee and that one Councillor should be allocated to lead working parties for any existing CSG projects, work and events as well for any future initiatives that would have historically fallen under the CSG’s remit. It was unanimously resolved that the CSG Committee should be brought to a close on 31st October 2024, if approved by the PC, with one final meeting taking place before that. Clerk to add to September PC meeting agenda for discussion and approval. Julie Hinder and/or Jane Abbey to ensure that this is communicated to parishioners via Slapton Lines magazine (next deadline 15th September 2024).

ii. There was discussion about the following events listed on the CSG flyer as Activities To Look Forward To 2024/25:
Community Cinema: The Clerk explained she is working with Jack Carter to explore the next steps for the Community Cinema and how it can become its own charitable trust, with the aim of having this established by October 2024 so that the Cinema can continue to run bimonthly, independent of the CSG or PC. Clerk to action and keep PC updated with progress.
Hazel Hurdles: Kate Palmer explained that a Woodland Skills Teacher would be available to run two workshops (collecting Hazel 12th October and making 19th October) at a cost of £250 per day (£500 in total). The workshops would be open to 10 people. The Clerk explained that limited finances, if any, are available to subsidise costs. After further discussion about possible ways forward (i.e. free CSG event or alternatively run independently of the CSG), Peter Osborne proposed, Jane Abbey seconded and it was resolved unanimously that Kate Palmer would lead the workshops to keep costs to a minimum and that the workshops would be free of charge to parishioners. Clerk to ensure Kate Palmer is reimbursed any costs for sundry items and to help develop and distribute posters around the Parish – booking important as places limited.

Halloween Event: There was discussion about the success of last year’s event and whether this should be organised by the CSG, PC or local families. The date has already been agreed and the hall booked so Julie Hinder has confirmed that she is happy to run the event again this year and it was resolved unanimously that it would go ahead. There will be a review of its success before a decision is made about a similar event in 2025. Julie Hinder (Chair) to contact Community Shop and Sainsbury’s re donations. Clerk to update and distribute posters.
Clerk to ensure posters for both Hazel Hurdles and Halloween Event are submitted to the Slapton Lines magazine by 15th September 2024.
Tree Hub: Julie Hinder (Chair) and the Clerk confirmed that they would be happy to run the Children’s Nature Activities table at the Tree Hub on behalf of the PC and it was resolved unanimously that this would go ahead. Jule Hinder (Chair) and Clerk to action.
• Parish Footpaths Stroll: The Clerk explained that this needs to be done as part of the surveying of the PROW anyway so she would be happy to organise, perhaps in consultation with Strollers. Clerk to action. Kate Palmer explained that she would have liked this to have been a beating the bounds walk (where the boundary of the Parish is walked) and explained that this has been done in the past. The Clerk does not feel this is possible given the public footpath network is limited and does not encompass the Parish boundary.
• Celidh: It was agreed that there has been very few, if any, expressions of interest in the Celidh by parishioners and the costs are prohibiting for many. It was resolved unanimously that this would not go ahead.

b. Improvement/landscaping/redesign of Recreation Field: There was discussion about the reward/effort involved and general agreement that it would be a worthwhile project longer term, which could be incorporated into the Neighbourhood Plan (should the PC proceed with this), and that it should fall under the PC’s umbrella. Kate Palmer confirmed that she would be happy to draw up initial plans for approval by the CSG and that she would be happy to work directly with the PC (should the CSG be brought to a close) on this project. Kate Palmer to bring suggested plans to next CSG meeting for further discussion.

c. Adding footpaths to Devon’s definitive map: Historic usage of the footpath through Slapton Woods was discussed together with the views of a few residents, who have confirmed that the footpath has not been used by the public since the late 1980s and that they are not keen on this being added to the definitive map. It was resolved unanimously that given the sensitive nature of Slapton Woods, likely reluctance of landowners and concerns by a few long term residents, this matter would not be considered further. No further action.

25:24 REVIEW of ACTION LOG: Status update of pending or incomplete actions in the action log.

a. Kingsbridge Caring: Peter Osborne has contacted Kingsbridge Caring and they will let any parishioners who use their services know that the PC is keen to support them.

26:24 ANY OTHER PROPOSALS BY MEMBERS FOR RESOLUTION: None

27:24 AOB

a. Kate Palmer confirmed that water voles have been released in start.
b. There was discussion about the important role that the current CSG Committee Members will continue to play once the CSG is brought to a close. Jane Abbey and Peter Osborne explained that as parishioners they can continue to contribute to the community: They are encouraged to put forward suggestions to be added to with the PC agendas, will be invited to become members of PC working parties on projects, initiatives and events that are interest to them, will be asked to attend PC meetings to feedback on projects, initiatives and events that they are involved in and can also attend the public comment section of any PC meeting (to comment on items on the agenda).
