Minutes – February 2022

147-21. Public comment
Five members of the public including the applicant and their planning consultant attended to make comments on planning application 4366/21/FUL. The planning consultant explained SHDC were encouraging farmers to diversify their businesses and that the planning application supported this philosophy and addressed the impact on highways, the landscape and impact on neighbours which would not be significant as included extensive landscaping and solar power. The applicant stated they were passionate about the farm and wanted to keep it as it had been in the family for 61 years and the only way to do this was through diversification. The applicant stated that they had been in consultation with their neighbours ten months ago to explain their project and that one of the owners had experience in their proposal.

A neighbour to the applicant stated they had previously applied for 1 shepherd hut in their own field and had sent the details of the hut design to the owners of the planning application. The neighbour explained the proposed site for the applicant’s huts is a distance away from the applicant’s farm and the site is situated down a very narrow lane with difficult access and near to neighbouring properties. The neighbour stated that the plan presented was not that which had been discussed with them 10 months ago and that it was not low key, would create noise and light pollution, access and drainage issues and impact on the shared water supply.

Another neighbour in attendance stated their main concern was over the water supply in the area as hot tubs take 4K litres of water to fill and that the proposed settlement was outside of the strategic planning objectives and not sustainable e.g. 150 litres of water per person per day allowance v’s £6K litres of water a day per person would be taken out of the local water supply. The neighbour also had concerns over the ecology report which was undertaken over 1 day in June stating there was no impact on the ecology when in fact there would be smoke from the hot tub fires, noise, light and traffic pollution from the visitors and that the site would be better located nearer to the farm buildings to help reduce this.

The Chair stated the PC had noted all concerns but that ultimately this was a decision for SHDC planning. The PC voted to extend the public comment time as Cllrs had questions.

  • Cllr Murphy asked if the design plans were the final plans. The Planner stated yes but that his clients were not going ahead with 4 lodges at the outset.
  • Cllr Abbey asked if full consideration had been given to the impact on the drains and waterways with the regular filling/ emptying of the hot tubs. The planner advised that the Environment Agency will report the impact of water discharge.
  • Cllr Abbey asked if the proposed turnover of visitors was practical given the above potential water issues and min 3 nights stays.
  • The applicant reported that hot tubs were the no 1 reason in research why people book holidays and they wanted to include this in the application in case the installation of hot tubs was required in the future and to mitigate the need to re-apply for planning.
  • A member of the public asked if the PC had attended a site visit. Cllr Abbey stated they had done a drive by of the site and that Cllr Sullock had local knowledge of the location.
  • The Chair advised the PC would discuss this later in the meeting and the PC’s response would be submitted to the SHDC planning portal where it could be viewed.

There were no further questions and the public comment section concluded at 7.31pm when all members of the public and the consultant left the meeting.

148-21. Devon and Cornwall Police Councillor Advocate Scheme Update. Cllr Murphy reported the following Devon and Cornwall Alerts:

  • Project Wingspan – The force wide campaign to highlight national wildlife crime priorities to raise public awareness to prevent wildlife crime across the region, particularly badger, bat and raptor persecution. The Council is asked to be aware of such persecution when considering planning and development applications.
  • The Rural Affairs Team has asked the PC be aware that over recent weeks there have been a number of reports of livestock worrying. If any incidents are advised, the PC are requested to report on 999 if the matter is still ongoing, or 101 if otherwise. The Team also advise that dogs should be kept on a lead if livestock are present, but released if chased by cattle.
  • Next Councillor Advocate Seminar: Tuesday the 22nd of March, 12pm – 4pm in Bodmin. The theme is Drugs. Cllr Murphy is unable to attend and asked if other Cllrs could stand in and to get in touch.
  • Devon Community Foundation commissioned by the OPCC are now offering short term grants (between £1,000 – £10,000) for projects and initiatives raising awareness of drug use or diverting people from becoming involved in illegal drugs activity – to find out more please visit their website OPCC Community Grants – Devon Community Foundation (devoncf.com)
  • A copy of the OPCC’s budget plans for the coming year has been received and a summary of the PCC’s budget proposals for 2022/23 can be found by clicking here.
  • Devon & Cornwall Police have appointed two new Assistant Chief Constables to the Force’s Executive team who will formally start in their roles in February and both have a long service within the force across many disciplines and working across Devon and Cornwall:
  • Chief Superintendent Nikki Leaper is appointed as Assistant Chief Constable for Innovation, Contact and Demand; a role which includes the contact centre for 999 and 101.
  • Chief Superintendent Glen Mayhew is appointed Assistant Chief Constable for Operations; a role which he carried out during the successful G7 Leaders’ Summit in 2021.

149-21. County & District Councillor reports

Cllr J Brazil- Written report read out by the Chair

a) DCC Highways cyclic works budget – Cllr Brazil has asked the head of highways to let PCs know exactly what they would be expected to do if they take on these responsibilities. Most PCs are interested but require more details.
b). Verge cut out / buddle hole clearance works on Prospect Hill and Blacksmith’s Hill following village Flooding 20th /21st October 2021. Cllr Brazil advised this was in the DCC Highways works programme.
c). Slapton Line Partnership Meeting – Next meeting still tbc. Cllr Brazil scheduled to meet with the new Adaptation Manager Sam Lew on Friday 11th February 2022.

Cllr R Foss:

a) Made a general point on planning that the District Council Planners do consider all legal consultees comments in order to obtain a rounded view and that all comments must be made around planning facts. If the decision is felt to be controversial the matter is escalated first to Cllr R Foss and then to mediation and appropriate Cllrs and then to full committee for a final decision. At this stage site visits are normally undertaken by officers.
b) Green waste collections – Cllr Foss reported that by mid-march it is hoped that green waste collections will resume, pending a decision by SHDC. Cllr Foss is still pushing for local composting solutions but the return of collections will provide more time to put solutions in place.
c) Beach Clean Litter Pick – Cllr Foss reported that he had approved free car parking at the beach car park for the PC’s Litter Picking event. The Chair expressed thanks for supporting the community event at short notice.
d) Grants – Cllr J Brazil had approved a £400 grant for a community Platinum Jubilee Bench. Eco grants are also available for flower bed planting. Cllr Foss to forward details on how to apply to the chair.
e) 
Slapton Line Partnership – Cllr Foss reported he will be meeting with Sam Lew on Friday 11 March 2022.
f) Monument Relocation – The next meeting of the Coleridge Association is delayed until the 10th March 2022. The FSC are very supportive of the proposed support plan. The planning application has still to be submitted. Cllr R Foss to follow up with Peter Chamberlain.
g) 
44/1852/13/F – S106 land Carr Lane Cllr R Foss to follow up with Pat Whymer on the status of the planning application against the build timetable so that the allocated S106 land can be developed for the community. Cllr Foss suggested purchasing the land with a Public Works Body Loan. The clerk advised this had been looked into previously but the cost of the land exceeded the PC’s precept borrowing limits and it would require significant additional community contributions.

    1. Queens Platinum Jubilee – The PC approved the ordering of a recycled plastic picnic bench at a cost of £395.00 plus £14 for aluminium fittings (DCC localities grant), for delivery mid-may/installation on the recreational field near to the commemorative crab apple tree. Cllr Abbey to provide examples of UV stable plastic tree/bench plaques for discussion next meeting. Clerk to brief tree warden/ order bench/ add to agenda.
    2. Willow fence making community event from felled trees in Carr Lane. Carry to next meeting, Clerk to add to agenda.
    3. Monitoring. Visitor button counting system in place, Clerk to update next meeting.
  3. Village Maintenance:
    1. Buddle holes clearance – The PC approved to bring forward the Spring 2022 spend to Feb give the weather conditions. Clerk to brief road warden.
    2. Devon County HM Prison and probation service ‘Community Payback Scheme’. The scope of the scheme was discussed and it was agreed to put together a list of village projects: Clerk to draft / discuss next meeting.
    3. Feb Road Warden Brief agreed: Drains, Buddle Holes, commence manual weed clearance drain-side. Clerk to brief Road Warden.
  4. Administration:
    1. MS office upgrade – The Chair asked for all Cllrs that had not upgraded to arrange to do so asap . Cllrs to contact supplier directly.
    2. Parishioner suggestion for:
      i) Parish notice boards installed at Start & Alston. It was agreed to put to a consultation at the APM / Slapton lines if required/ for a local parishioner to manage. Chair to lead.
      ii). Recycled plastic grit bin salt box for ‘beach plastic. Clerk to contact SHDC Localities officer for details.

157.21. Chair’s report

a).Update on Cllr Vacancy – No update on vacant position. Cllr Parsons has resigned.
b) The Chair had spoken to the Paddleboat Theatre Company regarding a potential summer event at the recreational field. The PC agreed for the company to put a proposal together for discussion. Chair to brief company.
c). 
CSG Meeting update – It has been agreed to move committee meetings to quarterly and hold monthly working group meetings on MS Teams. A member volunteer is progressing discussions with the NFU on the impact on farmers of the A379 closing with no adaptation plan in place and Cllr Abbey met with the Fire Service on the same issue and risk to the village re access and response times. Cllr Abbey to invite the Fire Office to the next CSG committee meeting and APM. The PC asked if transport can also be added to the CSG agenda. A grant of £1200 has been kindly gifted from the Village Community shop to the CSG to fund a weekend of village celebration events for the Queens Platinum Jubilee weekend on 2nd , 3rd, 4th June 2022. The project plan and advertising are being progressed.
d) The Chair conveyed thanks to the following for their support in developing the recreation field: Vivienne Dyer for donating wildflower turf and JJ, Cllr Sullock and Will Sullock for laying this, Tree Wardens James Curtis and Mike Hitch for their advice on the commemorative trees, the clerk for organising. Also, to thank the village shop committee for their kind donation of £1200 to support a weekend of village events and Alice at the FSC, Cllr Richard Foss and village shop for supporting the litter pick event.
e) Community Beach Clean Litter Pick: To be held on Sunday 13th Feb. Meet at the beach car park 10am. Cllr Sullock to drop off donated bags.
f) Requested that a container and village gateway be added to the March Agenda. Clerk to add.
g) The Annual Parish Meeting will be held on Thursday 31st March in the village hall.

  • Cllr D Murphy – Reported that the events page on the PC website was not working. Clerk to brief web manager.
  • Cllr Sullock – Reported a good start to the year for the foodbank and updates on donations will be provided quarterly. New laminated notices will be displayed after the litter picking event.
  • Cllr Staines – Raised that the village needs an emergency plan. Clerk to add to March agenda.
