Minutes – December 2021
Present: Cllr J Hinder (Chair), Cllr Abbey, Cllr Mitchelmore, Cllr Staines, Cllr Sullock, Cllr Murphy.

113.21 ELECTION OF NEW CLLR – The Parish Council voted unanimously to elect Paul Parsons as a member of the Council by co-option. The Clerk witnessed the wet signatures of the Acceptance of Office, Declaration of Interests and dispensation Forms. Clerk to submit the DOI form to SHDC and update the PC website and Cllr Contact list.
114-21. Apologies for absence – Cllr R Foss and Cllr Wollacott (Vice Chair). The PC voted unanimously to accept Cllr Woollacott’s written request for a 6 month leave of absence from 6-12-21 to 6 May 2022 in order to enable completion of their professional studies.
115-21. Declarations of interest – Cllr Staines, Item 123.21(a) Member of the Parochial Church Council (PCC) of St James the Great Church and married to the Church Warden.
116-21. Public comment:
A member of the public reported that in the past two weeks, 3 delivery vans and 1 campervan had been caught in the corner of the little lane adjoining Brook Street to Black Smiths Hill. The clerk advised that this matter had been reported to DCC Highways December 2020 to ask for the road to be marked as a no through road and narrow width signs installed. Highways at the time advised that it would be necessary to reclassify the road via the Traffic Team to action, which would require a Traffic Regulation Order of which DCC were not currently undertaking for minor road issues due to the cost. The PC would need to pay for any new signs and installation. The PC discussed that 2 signs would be needed and landowners’ permission to install on the walls as the road was tarmac at an estimated cost of £500 for Materials and labour. As the matter was a seasonal issue, it was agreed the clerk would follow up with DCC to see if the situation had changed and Highway’s support was now available to reclassify the road and if the signage costs and installation could be claimed back via the road warden HCMEF Grant scheme. Clerk to follow up with Highways.
117-21. Devon and Cornwall Police Councillor Advocate Scheme Update.
- Cllr Murphy reported that he had attended the annual Police Cllr Advocate Conference on the 8th November at St Mellion and that the PC had a designated inspector and would forward the name to the PC. Cllr Murphy advised that it was unclear if the Net Zero Police Campaign and associated grants was still available and that the Police were now looking at innovative solutions to fund as the original Net Zero grant money was spent.
118-21. County & District Councillor reports
1).Cllr J Brazil:

c)Saltstone Single Issue Neighbourhood Plan – still in SHDC approval process
2).Cllr R Foss: Cllr Foss submitted a written report as was not able to attend due to transport difficulties.
a).Reported that the recycling service is marginally improved as less complaints are being received. The green waste service will not be reinstated until the spring and Cllr Foss is encouraging parishes to consider setting up their own composting site and grants are available to do so.
b).Works have been made to Slapton Line but not enough and only as much as allowed.
c).Reported they had attended a site visit to Strete Gate to look at the missing steps and possibility of enlarging the car park. It is understood that the council and the landowner are in talks.

123.21 Matters for discussion
a) Church Grant / Assets register and War Memorial: Cllr Staines left the room as held a disclosable pecuniary interest:
The Chair reported that the Trustee of the PCC had sent multiple communications to the PC in response to the PC’s request for the Church to apply annually in writing for a grant covering the reason why the grant was required as per due budget setting process and to ensure that the PC operates within its legal powers and given that Church of England churchyards must be maintained by the Church under Canon Law. As the grant request letter received was for a contribution to mowing the churchyard, of which the obligation falls under Cannon Law, the Chair suggested that given the benefits the churchyard brings to the parish in terms of supporting the summer church café and tourism as a space for parishioners and visitors to enjoy, the PC would approve a grant of £250 under Section 137 of the Local Government Act which enables the PC to incur expenditure for certain purposes not otherwise authorised and this would be within the annual statutory limit for 2021/2022 of £8.41 per elector. Cllr Abbey raised that the mowing of the churchyard was not in line with the PC’s bio-diversity mowing policy and the Chair suggested that the PC ask if the Church would be open to following the ‘Caring for God’s Acre’ / Exeter Diocesan Devon Living Churchyards Project mowing programme. Cllr Abbey proposed a nominal grant of £250 under S137 and subject to a conversation that the PCC consider adopting the Caring for God’s Acre management programme and that the grant would need to be applied for annually to allow for changing legislation. Cllr Mitchelmore seconded the motion and the PC voted unanimously to approve. Chair to write to the PCC committee to update.
The PC Voted unanimously to remove the village war memorial from the PC assets register as no title deeds were held by the PC. Cllr Sullock raised that it was important that the people of the village were remembered and the PC agreed to work proactively with all stakeholders and would support the administration of future grant applications from the Royal British Legion, SHDC, National War Memorials Trust and Historic English, should maintenance works be required. Clerk to update the PC assets register.
b) Queens Platinum Jubilee Event – June 2-6th 2022: Proposal/grant request. The Chair thanked Vivienne Dyer and James Curtis for all their hard work preparing the briefing paper and draft budget. Both matters were discussed and the Chair granted permission for the PC to ask questions of the CSG member in attendance regarding the detail of the event plan which included 4 days of celebrations over the extended bank holiday weekend, including: Beacon lighting on Thursday 2nd June 2022 at 9.15pm in the form of a bonfire on the landowner’s field overlooking the beach with a community gathering on the beach to join up the lighting of beacons of the parishes in Start Bay. Stokenham Bell ringers have offered a small team to ring the parishes church bells at the same time. Two Cream Tea sittings will be held on Friday 3rd June at the Village Hall and a community BBQ and party on Saturday 5th June at the village hall from 4pm onwards. Raffles at all events would raise money for a first responder kit and other local charities (TBC). On Sunday 6th June parishioners have expressed they would prefer to organise their own local lunches. An advert to appeal for helpers will be posted in the new year in the Slapton Lines, PC notice boards, CSG Facebook page and across the PC website. It was proposed by the Chair, seconded by Cllr Mitchelmore and voted on unanimously by the PC to approve a 2022 S137 grant of £600 so that the CSG could apply to the community village shop for matched funding. Clerk to amend draft budget and post adverts when received.
c) MS Office 365: The PC agreed to bring forward the introduction of MS Office 365 to save costs on renewing the 2022 Zoom licence and to implement a secure PC / CSG digital file and email infrastructure. Cllr Staines proposed, Cllr Abbey seconded and the PC voted unanimously to introduced the system by the end of January 2022 at a cost of £1300. Clerk to add for resolution next meeting and brief supplier.
d) Clerk’s remuneration/hours: Closed session.
e) 2022 draft parish budget plan: The draft 2022 precept and budget paper were discussed in detail. The PC agreed that an increase was necessary to enable maintenance and other services to continue to be provided to the parish, grants to be claimed to help offset these costs, funding of the CSG committee to support the development of the Neighbourhood Plan and other community projects, continuation of the CSG helpline number and extending this to cover the clerk’s office, levelling up of the budget in line with inflation and other regulatory HR requirements. The Chair proposed, Cllr Murphy seconded and the PC voted unanimously to approve the precept demand of £27,395. Clerk to add for resolution next meeting. Chair to write an update in the next edition of the Slapton Lines and cover at the Annual Parish Meeting.
f) Slapton Line Monument Coleridge Meeting invitation. The PC agreed that the Chair and Clerk would attend both meetings in January and February 2022 to discuss the maintenance of the Beach War Memorial. Should the Chair or Clerk not be able to make it due to Covid, Cllr Sullock and Cllr Staines to deputise. Clerk to advise the meeting organiser.
g) PC/CSG Covid-19 Community Support over winter. It was agreed that Cllr Abbey and Cllr Sullock would cover the CSG helpline for the period 23rd December to 10th January to cover the clerk’s annual leave. Clerk to set up the call forwarding system.
g) Village Composting Scheme – An update was provided by Cllr Staines following attendance at the South Brent community composting briefing event who have operated a village composting scheme for 10 years. In order to set up a similar scheme, a quarter acre of land with a concrete base is required so that SHDC can attend to turn the matter 5 times a year. The South Brent scheme is open 10am to 1pm on a Sunday and operated by 50 insured volunteers in PPE Kit. The area is fenced and secure and lit by solar panels. The PC agreed to add to matters in abeyance and review the needs of the village in April 2022 once SHDC have announced the green waste recycling arrangements. Cllr Staines to forward literature to the clerk to circulate to the PC. Clerk to add to matters in abeyance.
h) Draft proposed SHDC Grounds Maintenance to enhance biodiversity on Council green spaces plus Devon Wildlife Trust Landmark Trees and mini nurseries community projects:
The Chair reported that the SHDC grounds maintenance plan only proposes to mow the area at Greenbanks in the parish, and not the 2 verges opposite the entrance to Greenbanks and Brandis Park Close. The PC agreed for the Chair to write to Rob Sekula at SHDC for permission for the PC to take over the maintenance of the 2 verges and plant 2 large rowan trees (one on each verge) and install pollinating flower beds to help support biodiversity and make a natural ‘Village Gateway’. This would also help denote to drivers that they are entering a residential area and need to reduce their speed. Guidance also to be requested on installing the trees relative to nearby drains and utility cables so that the roots do not interfere with essential services. Chair to write to Rob Sekula.
i) The PC agreed to add the Devon Wildlife Trust Landmark Trees and mini nurseries community project to matters in abeyance pending a decision on the village playing field. Clerk to add to matters in abeyance.
j) BT public telephone line service – The Chair reported that an article had been placed in the Slapton Lines encouraging parishioners to use the BT pay phone as 52 outbound calls a year were required to continue the service. The clerk advised that BT had approved and were issuing a painting kit to renovate the box. The Chair, Clerk, Cllr Sullock and Cllr Mitchelmore volunteered to clean and renovate the box in the spring. Clerk to update matters in abeyance.
k) Devon and Somerset Fire and Rescue Flood consultation – Cllr Abbey reported they were attending the event and would raise the PC’s concerns over access of emergency vehicles should the A379 breach.

The clerk advised the Tree Warden had advised availability of 2 large trees to commemorate the Duke of Edinburgh and Queens Platinum Jubilee. The PC requested more detail be provided including proposed locations for further discussion. Clerk to liaise with the Tree Warden.
The PC agreed the December and January Road Warden Brief which needed to be reset following on from the commercial clean. Clerk to update the Road Warden.

126.21. Chair’s report
- The Chair welcomed Cllr Parsons to the Parish Council and advised they PC were still recruiting for another Cllr Vacancy by co-option.
- The Chair advised they were unable to attend the December CSG meeting along with Cllr Wollacott and as 2 Cllrs were required at the meeting, the PC agreed to cancel the December meeting, reconvening in January. The Clerk advised they had circulated the original Village Plan to CSG Cllrs and Volunteers and it was agreed for all involved in the Neighbourhood Plan to read all the materials ahead of the December meeting.
127.21. Councillors’ reports
- Cllr Abbey – Reported that regarding the field that had caused the recent flooding in the village, a meeting had been held with relevant agencies and landowner and asked the PC for permission to attend future meetings to represent the PC, of which the PC granted.
- Cllr Mitchelmore – Reported that he had listened to the potential safeguarding telephone message on the CSG Helpline and it was not clear who the person may be. The PC discussed the matter and it was agreed all Cllrs would be vigilant when out.
