11.PROPOSALS FOR RESOLUTION

a) To propose to move the £500 ringfenced 2021 Evolve Charity grant back into the general reserves as advised by Evolve that the grant is no longer required.
b) To propose to approve the Brookings Winter Commercial Drain Cleaning quote of £1250 and associated works to take place on November 30th (Subject to weather conditions).

Minutes – October 2021

85-21. County & District Councillor reports
Devon County Council (DCC) report from Cllr J Brazil:
a. Cllr J Brazil reported there was a new DCC member in charge of Children’s Services.
b. Newton Abbot were rolling out a pilot scheme for a 20mph speed limit in residential areas. The pilot was being discussed at the full council meeting on 7th October with a view to introducing 20mph and 40mph limits as standard limits across Devon. This would be phased in and financially supported. An update will be provided at the next PC meeting.
c. The Slapton Line Partnership meeting will be held on 12th October 2021.
d. Moving the Slapton Memorial – No update.
e. Coleridge Litter Picking Scheme – Cllr Brazil reported the grant had been approved and requested the date for the Slapton Litter pick and he would try and attend and if not asked if photos could be forward to help promote the scheme to other parishes.
f. Deer bridge road repair – Cllr Brazil reported he had forwarded the latest photos to Highways and would follow up and remind Highways that the repair is still pending on a school bus route. Cllr Brazil to follow up with DCC Highways.
g. Saltstone Single Neighbourhood Plan. SHDC have approved the draft plan in principle and final data is being submitted. Once signed off by the SHDC officer, Lawrence Smith, the draft plan will then start to be considered by SHDC planning. Lawrence Smith will also be able to help with the Parish Council Neighbourhood plan. Clerk to note this on the action log.

District report from Cllr R. Foss:
h. Waste and Recycling scheme. Cllr R Foss advised that all parishioners experiencing missed waste collections must report this on the SHDC ‘Report It website and not assume the drivers will return the next day. SHDC have advised the contractors that they have until Christmas to resolve the matter. SHDC are also moving towards residents recycling their green waste on their own land to reduce lorry miles and carbon emissions.
Cllr Murphy reported he had been informed by parishioners that when they had called SHDC, they had been advised they were the first to report missed collections when this was not the case. Cllr Foss to follow up with SHDC.
Cllr Wollacott raised that the cost of tip recycling bags was high and could this be reduced during this period to help parishioners recycle their green waste, or a grant be given for a community composting scheme. Cllr Sullock raised that a shredder was also required to run a community compost and supervision of such a site and equipment needed to be considered. Cllr Brazil advised there were no DCC grants. Cllr R Foss agreed to ask if a Localities or climate change grant could be provided and would report back next meeting.
The Chair raised the issue of dog dirt being left on the roads all around the parish and could SHDC provide signage that could be installed on kerbsides as had been actioned in Dartmouth and other parishes. Cllr R Foss to follow up with the Localities office to see if signs could be provided.

Land at Carr Lane / S106 land– Cllr Foss reported the planning had exceeded the 3-year deadline to commence and advised the PC to contact the landowner to ask of their intentions on developing the land. Cllr Foss to check situation with planning re any S106 monies held on deposit.
j. Beach Car Park enforcement list: The Chair reported the was no update on the request for the PC to receive a summary of car parking enforcements made over summer. Cllr R Foss to follow up with SHDC.
k. Slapton Lines Adaptation Manager recruitment. There was still no update on the post. Cllr Foss reported that he had met with Cllr Judy Peace, Cllr John Hart and MP Anthony Mangnal who were focussed on defending the road as sea defences had been put on other SSSI sites. It was also reported that the FSC had a new manager and the Whitley Trust had been renamed to the Wild Planet Trust. Chair to contact the new manager to make introductions.
l. The clerk raised the issue of the amount of work being generated by SHDC for Cllrs and the clerk. All of which was important but not budgeted for and could SHDC provide a grant to cover the cost of the clerk’s time in managing this. Cllr R Foss asked if a paper could be put together to help illustrate this and he would take the matter up with SHDC. Clerk to prepare.

90.21 Matters for discussion

Village Maintenance:

a).2022 Village Mowing Programme. The cutting schedule was discussed and confirmed with the Road Warden based around the DCC verge management guidance. This concerned the playing field, verges, triangle of land at road junctions. Road Warden to submit revised costings. The Chair asked what financial support was available from SHDC to help with mowing in this recommended way. Cllr R Foss to discuss with localities officer and report back. Cllr Wollacott asked if an article on the mowing scheme could be promoted in the Slapton Line Chair’s report, CSG Facebook page, website and The Gazette Village Voice.
b).Winter Commercial Drain Cleaning – Cllrs agreed who would print, laminating and distribute the public notices and timings for this. Clerk to update the actions log.
c).
A village gateway planter and commemorative tree for The Duke of Edinburgh was discussed. The Chair agreed to lead the project and would discuss the matter with the Tree Warden as to the most appropriate tree and planting scheme to support bio-diversity such as a small standard crab apple tree that would not drop fruit onto the highway. Two large tractor tyres have been donated by a farmer to make a feature and reflect the heritage and nature of the village and the installation of Visqueen plastic sheeting would installed under the tyres to reduce the risk of polluting the land in an AONB area when they degrade. The tyres could be removed at a future date when this occurred, leaving the commemorative tree. A budget of £250.00 was proposed by Cllr Wollacott and seconded by Cllr Abbey under S137 community grant code to purchase a tree and materials to install in January/February 2022.

Community:
d).The purchase of a PC First Aid Kit and ice packs at a cost of £33.42 + Vat was proposed by Cllr Abbey and seconded by Cllr Murphy for use at PC organised community events.
e).Remembrance Day 14th November 2021. Cllr Stained agreed to organise the Wreath, Cllr Sullock to raise the flags at the beach memorial and Cllr Murphy and Cllr Abbey agreed to ask the Chairman of the Village shop if they would lead the village ceremony at the Church war memorial.
f).Community parish-wide Autumn litter pick. It was agreed this would take place on Sunday 27th November, meeting at the Village Hall Car Park. Cllr Wollacott to design the poster, Cllr Sullock to liaise with the Village shop re refreshments, clerk to order the kit, draft the Coleridge Kit hire procedure and risk assessment and invite Cllr Brazil and check the PC’s insurance policy. Posters to be distributed with the DCC P3 Pathways community mailing on 9th/10th October by all Cllrs.
g).Willow bird feeder making community workshop – The Chair raised an opportunity for a local business to run a community engagement activity at the village hall and asked if a grant would be available of up-to £250. The matter was discussed and the PC agreed to add this to the CSG Committee meeting agenda to gauge interest in running this. The Clerk asked if rather than a grant, the business could run the activity free of charge with the opportunity to sell their products at the event so that if there was limited attendance due to covid-19, the grant would not be wasted. Clerk to add to CSG agenda.
h).20’s Plenty scheme: https://www.20splenty.org/ + collation of village speed survey results. It was proposed by Cllr Murphy and seconded by Cllr Abbey to purchase window and wheelie bin signs at a cost of £74.00 for parishioner to collect from the village shop and use on their properties where speeding was an issue. Cllr Wollacott to order and distribute to the shop.
i).Community Assets list. A list of community assets was discussed and agreed; Village Shop, Church, Village Hall, The Queens Arms and Tower Inn pubs, BT phone box, the Leets, The old spring wells, Gospel Hall, The Chantry and the Tower. Clerk to draft the list and submit to SHDC to register. Cllr Wollacott to speak to both landlords of the pubs to update.

Administration:
j).The village playing field contract was discussed and it was agreed required updating if the field is to be developed. It was agreed to run a parish wide survey, issued with the community mailing, to ascertain current and likely future usage and awareness of the field and what amenities parishioners would like to be installed. Clerk to draft survey for PC approval/arrange printing and lawyers quote to update the contract. Chair to liaise with the field owner to advise the context of the survey as a matter of courtesy.
k).It was proposed by Cllr Murphy and seconded by Cllr Wollacott to amend the CSG Committee Terms Of Reference, section 4, to include activities for children and young people under the CSG sub-committee branding ‘All Stars’ and reduce the number of Cllr members to 2 given Cllr workloads and 2 Cllr vacancies.
l).SLP meeting – The PC approved the list of PC questions to be raised. Clerk to submit to the SLP.
m).SHDC Planning – It was proposed by Cllr Abbey and seconded by Cllr Mitchelmore to agree to the terms of the proposed Memorandum of understanding (“MoU”). Clerk to update SHDC.
n).SH South Devon AONB Partnership Committee Meeting 26/11/2021. Cllr Wollacott agreed to attend if available.
o).DALC Annual conference – The clerk reported will be attending.
p).PC and clerk’s workloads (closed discussion).

93.21. Chair’s report

  • a) Update on Cllr Vacancies + CSG volunteer recruitment. The Chair reported there were still no applications for the 2 Cllr vacancies.
  • Shelter at Greenbanks – No update on the Community survey.
  • All-Stars Hedgehog event – This was scheduled to take place on Saturday 9th October at White Close and had been publicised.
  • Speed Survey Results. Due to workloads it was agreed to be carried forward to the next meeting.
  • Joint working with Strete PC. Strete had put on hold the EV charge point project due to workloads.
  • The Chair advised that DCC were running free e-learning courses on highways safety. Cllr Wollacott, Cllr Abbey and Cllr Sullock to attend with the Chair and Clerk. Chair to register.
